This starfish is oxygen deprived. You will often see a stressed or suffocating starfish perform this behavior (called "surface curling"). It climbs to the water line and bends its arms backward along the surface of the water. By doing this, it exposes its tube feet directly to the oxygen-rich surface film in a desperate attempt to maximize oxygen diffusion.

But for real, he could be looking for food, or more oxygen.

Based off how he bends his lil tubes towards the surface, he's most likely oxygen starved.

I only heard this once so I am not sure if it's true but I heard that if starfish is fully gets out of the water and gets exposed to oxigen it can die, Is this Star actually climbing to Heaven?, seeking for a better life?, better than on a fishtank
