It depends. If you believe the system to be perfect, it's a relevant question. You just determine if they are "too big to fail", if they are too big you have to help them out like Obama did.
But the true relevant question is: should they become too big to fail? Why do you let them become too big to fail? What should we do about it as a society to not let it happen again and again? That last question is what OP tries to ask and obvious measures should be taken to not let them become too big to fail.
Yeah if you let it all slide as a society without asking meaningful questions and only in the end start asking questions you're decades too late every time.
