It read like their checklist. By the time he got to mass incarceration I thought there's nobody that can't put those 2 together but I know there are a lot of people who actively refuse to think.

I think that's exactly why they're doing this. Manipulate public perception to create plausible deniability when they're the ones being publicly accused of this exact thing. Wouldn't be the first time they've applied this strategy.
